Zoom wheel on timeline is choppy not laggy!

When i zoom in and out of the timeline or even scroll or move my timeline it tends to be choppe on every mouse movement and every scroll, it doesnt just frame by frame zoom in/out or smoothly moves let or right. its almost like its in 30fps instad of my screens refresh rate of 144hz. this has always been the case in premerire pro on windows, but not on mac, I know that windows uses every scroll whell movement as a click but cmon! we can do better! make sure it does it smoothly. also i am not talking about teh magnet attching thing where the chopped video connect tot eh other one im saying when you move anything its choppy and looks framd capped, but when you move the scroll bar at the bottom of the timeline or expand it, its smooth! we can so make a way to make this zoom when you only use the mouse to zoom in and out, drag files or videos, ect
