Error: there was an error while reading a stream - Adobe Acrobat

As you have mentioned above, PDF is exported from PowerBI. It seems that it is using it's own PDF printer to create PDF.

There is nothing that can be done from our end in this case as it is not using the Adobe PDF printer to create PDF.

You may try to export the file in other format and then create PDF from that file using Acrobat. 

Check if that helps. 

Did you check if the issue occurs only with the PDFs that are exported from PowerBI? 

Please share the application and OS version installed on your machine.
