Acrobat Reader not available in my country???

Hello!

I bought my wife Samsung Android Tablet S6 lite.

Went to Google store to install Acrobat Reader. It says Acrobat reader is not available in my country. This can not be serious, I have it installed on my phone, the same country (Serbia).

Is this really Adobe policy? What is rationale behind it if it is? It should be free app to the best of my knowledge.
