I am conducting research and am in need of creating and sending PDFs to emails in which participants can select (check or fill in the bubble) and sign on using any device, particularly mobile devices. What Adobe application should I use to do this?

Hope you're doing well.
As you have mentioned that you want to create and send PDFs via emails. The mobile Acrobat Reader do not support the feature of creating forms. For this feature we have Adobe Acrobat pro DC which is a desktop application (Win/Mac) that will allow you to create PDFs from scratch.
You can add fillable fields, share the form, and track the responses.

In Acrobat Reader mobile you can fill out forms, here is a help document to know how to fill form on Acrobat Reader.
