Tells me i can convert a file to pdf if i sign up to their website. So i do. Then i am prompted to now subscribe for 9.99 a month if i want to convert a file. What a damn joke. What a waste of my time. Will never ever use this website/app.

Sorry to hear about inconvenience and the confusion caused.
To create a pdf file or to convert any pdf file to another format, you need to subscribe for the Adobe's Document Cloud services. As Adobe doesn't offer this as a free service.
You might have been given an option to Sign up and then subscribe to use the service.
