Adobe PDF Pack

I purchased the "Adobe PDF Pack". It says that I should be able to organize pages in a PDF with this purchase: "Arrange pages in your PDF however you see fit. Delete, insert, extract, rotate, split, or replace pages." It also clearly says that I should be able to do this in the Acrobat Reader mobile app:

But in the android app it tells me I need to buy acrobat pro DC, if I want to arrange a page. This seems like false advertising to me.
