Adobe Scanner app stuck in start up limbo

I just bought a Rugged SA blackview smartphone. Updated everything possible as with any new device. Downloaded a few apps: came across Adobe Scan to PDF app and I just had to. So it's installed and I open it then it's stuck on sttart up limbo. I've given it every permition : looked for any restrictions and nothing. Any ideas guys?
