I do not konw of any such methods for individual accounts to download APK files to install.

This could be possible through volume licenses. Please note that volume licenses are intended for organizations with multiple devices to run under one administration and cannot be given to individual users.

If you are redirected to the store on your device, then I'm afraid we will not be able to provide the setup file directly.
