App fails to allow 2ND signature to be collected

Question

I've got a document that has many fields and two places for signature/dates at the bottom. On the computer I fill out the fields and sign the document. When doing the first signature, the properties for Signed >> Mark as read-only >> Just these fields is used to lock the fields that I filled in and the 2nd user is not allowed to change. I then need to send the PDF via email to the 2ND user so they can fill out the remaining fields and sign the document on their mobile device using the mobile Acrobat app and email it back.

The issue is that the 2nd signature field, though not one of the selected fields for read-only, doesn't show on the app and when using the edit Fill & sign button an error comes up that says "Protected document This tools is not available because document is password protected".

Does anyone know how to make the 2ND signature show up
