Can’t open 2 of my .pdf files on iPad and iPhone.

I have a number of PDF files I can open on my PC and most of them on my iPad and my iPhone. However, there are two that I cannot open on my iPad or my PC, it keeps telling me to upgrade my adobe reader. But it's the most recent version.

    Most likely those PDFs were created with LiveCycle Designer, which reached end of support four years ago. Those PDFs cannot be opened on mobile devices. https://helpx.adobe.com/support/adobe-livecycle-end-of-core-support.html

    Where did you get those two PDFs?

    They are government forms I had to fill out so I guess I’ll just have to print and scan them.

    download them and then try to open the downloaded file.
