Cannot fill and Sign

I created a Pdf form file using acrobat reader and encrypt it with a password, I can fill and sign from my computer but I can't fill it from the Tablets and the phones, It says "This is a policy-protected PDF, wich is not supported by the Fill & Sign tool".

When I encrypted it I allowed the fill and sign option.
