Fill and sign not available please help

I'm currently unable to fill out my documents in PDF as I had done so before. I've check through the document settings and it only shows page layouts. Such as continuous pages, single pages etc.

It looks like the document has restrictions that prevent you from using the Fill & Sign feature. If you received this file from someone else, please ask them to check the document settings and remove any password protection or restrictions for Fill & Sign. Once they do that, they can share the updated file with you.
