Fillable PDF not working in Acrobat Reader on iPad Pro

My employer sent me a fillable PDF. Acrobat Reader says it is locked and not editable. My employer insists the form is not locked. It works on my coworker's laptops (both Mac and PC) but not my iPad Pro.

Any help is appreciated
