How can I freehand highlight with the iPad stylus on the iPad?

To do freehand highlight on the iPad, kindly open a file and go to comments, then select at there bottom select the second option from the right.

There is no “second option on the right” on the bottom. See attached screenshot. As you can see, these are the only options I have. When I select the highlight tool, which is the option farthest on the left, the highlight tool only allows for text selection.
