Hey can’t I open or read a pdf file on the humanservices.gov web site? Makes no sense

I don't understand why I can't view any pdf  files  . I'm particular, I have to file a petition to reinstate the child support order. I have adobe, but no luck. How do I configure my iPhone 7 if that is the issue but I'm so confused and any help would be great as I really need to get this done ?!
