How do I get my iPhone 6 to open up open pdfs from my states local court documents website

Hi my name is lacresha 

when I go on my states website to download court documents from a pdf form, it does not open up the pdf in the adobe app. Is it the fact that I have an old iPhone 6, or is there some other way to get to and save these pdfs on 

my phone. It is weird because it will even let me  click download to acrobat, it acts like it is downloaded, & then boom, a bunch of nothing. I am still on the web page that I was on to click on the download area  of the page
