How to sync iPad and iPhone so they show the same documents

Hi all

About to upgrade my iPad and wondering how to transfer all my saved files to the new without having to put it all on the cloud? I have a lot of files and folders that will take an age to go through and transfer to cloud individually!

or is there a way to set things to go straight onto cloud so again I'm not having to transfer files there that I need on my iPhone?
