I can no longer highlight PDF text

I need to highlight a PDF file on my iPad. I could previously do so, but it is no longer working.

I've checked all the obvious stuff: It highlights on my MacBook, it is not encrypted and I've run OCR on it.

It is stored on iCloud, so both devices are using the same file.
