Hope you are doing well. Sorry for your experience with Acrobat Reader Mobile.
It looks more like an issue with the network. Have you tried getting a mobile hotspot or connecting to Wi-Fi once and then logging in to your Adobe account using Apple ID?
Please let us know if that works.
