Adobe Acrobat on mobile devices supports Arabic in a sense that it display the Arabic content within PDF document or as you put it "Reading".

On the other hand, I do add my voice to yours that Acrobat Team need to fix these two important part for Arab users: Editing a PDF with Arabic content, and OCR scanned pages with Arabic text.
