Intune - Android - Feature is disabled by your organization

Hello, I am making Adobe reader available to BYOD EMM users (Intune) as well as managing Office 365. When a PDF is opened from the Outlook Mobile app, Adobe cloud features / Liquid view return an error " Feature Unavailable, this feature is disabled by your organization.".

Acrobat is included in the app protection policy, and I created an app config policy to explicitly allow adobe cloud features, but still we get the error. 

Anyone know what I may be missing?
