iPad: Disable finger drawing when using Pencil

When using Apple Pencil on iPad, to markup PDF documents, it would be helpful to have a toggle to disable any kind of finger drawing. This way I can use fingers to scroll through the document.

The app is designed to have scrolling with two fingers when you are in annotation mode, whether using Apple Pencil or hand drawing.

Thanks. But I still end up accidentally drawing with the finger. So I think it would be useful to completely disable finger drawing when the Pencil is active.
