Ipads printing data from previous forms in a new supposedly blank form from a different vendor

Why are my IPADS printing details from a previous form supplied by a different vendor into a new blank form supplied by a government entity?

AKAIK all the software is currently up to date, but the form data should not be lingering or migrating to a new document with a different name and source should it?
