And has this Adobe account, or the payment method on it, ever been associated with a different country, for example, if you signed up while traveling, or if a card on file has a billing address outside the US?
Any of those can cause Adobe's system to misjudge your location and incorrectly apply a regional restriction meant for somewhere else entirely.
Worth trying right away: fully disable any VPN or proxy, confirm your billing address is set correctly to a US address, then try again.
