links not working on iPad

pdf page containing link to a file will work properly on Mac desktop but not on iPad.

I've had success with links to files in the same folder and to videos on the internet, but when I port the same PDF files to the iPad, the links don't work.  

I created in Pro and on the iPad, I'm using Reader.
