Hope you are doing well. Thank you for writing in!

Liquid Mode is available for all compatible documents and should appear at the top-middle of the screen when you open a document.

Would you mind sharing a few more pieces of information for further investigation:

1. The app version of Acrobat you use (go to Profile-> About Acrobat);

2. The Android version of the application;

3. A screen recording of the event for better understanding.
