If the goal is to prove that a PDF is the exact document issued by a particular organisation, another approach is to verify the document itself rather than relying only on the visible signature.

A document can be digitally attested when it is issued, creating a unique fingerprint of that exact file. The recipient can then independently verify it. If anything in the PDF has been changed afterwards, even something very small, it will no longer match the original attestation.

This is slightly different from verifying whether a particular digital signature is genuine, but it can be useful where the main question is: “Is this the original document issued by the organisation?”
