Do you see any error when trying to open the file on Acrobat? Not able to download PDFs from WhatsApp is not an action that can be controlled by Acrobat.

Here are a few suggestions you can try:

1. Check if your device is connected to the internet (go to Phone's settings-> Wifi & Cellular-> Enable WiFi and cellular both);

2. Check if you have enough storage space on your device (go to Settings-> Storage);

3. Check if the file has not been deleted already from the sender.

We can control on how the PDF is displayed after launching through Acrobat, but not before opening.
