Hope you are doing well. Per the description, you are not able to open a PDF file.

 

Since password-protecting a PDF file is to ensure that the encryption and the privacy of the creator is kept intact, we at Adobe, do not save or have access to the passwords of any of the files created.

 

You would need to contact the creator of the file to get the password to access the file again.
