PDF’s non-viewable from unemployment website

Hello,

My husband is trying to view documents from his unemployment account and we've downloaded the Adobe Reader mobile app and he's still unable to open these important documents. It says we need Adobe 8 or higher. The web address the error box displays is adobe.com/go/pdf_forms_configure. 

We've made sure our iPad has the latest updates so we're not sure what is going on, I just know he needs to be able to view these documents.
