Could you please try to switch the network on your device? 

If you're using your Wi-Fi, please switch to cellular data and check if it works. 

 

Are you logging in with your Apple ID or Adobe ID? Kindly try to log in with your Apple ID once.

 

Also, Try to restore your purchase with the help of this article: -

It’s not the network I’ve moved to a completely new state and it still doesn’t work. I have tried WiFi and cell network I am signed up through apple.

If you have recently moved to a new state, please try changing the country account details from your adobe account.
