Read-only PDF on my iPad but not my laptop??

I am so frustrated, I don't know what to do! A pdf I'm able to highlight and add comments to on my laptop is read only on my iPad. This is very frustrating and I don't know what do. I don't even see where I could put a password to unlock it even if I had it. I emailed the creator of the file and the pdf is restricted on certain edits but not highlighting and adding notes! Nobody else seems to be having this issue with the file except me. Need help asap! Thanks.

Same issue here.  Adobe and Apple are supposed to be quality companies; but this issue seems to have persisted in some way shape or form from 2014.  I am perplexed that I cannot find a simple explanation online, or that Adobe and Apple have continue to let this limit their customers. Please help.
