I hope you are doing well. As per the above description, I understand that you want to convert Read-only PDF files to Word documents.

This feature to edit secured documents is currently available only on the desktop version of the application. You may refer to the help article which has relevant information on this topic: How to edit secured PDFs using Adobe Acrobat
