Hope you are doing well. Per the description, I understand that you want to move the top menu bar without affecting the scroll or position of the page.

 

This feature is currently available on the desktop version of Acrobat. What I suggest you is to fill the feedback form so that it reaches our product team for them to look into it and try to implement the feature in the upcoming updates: https://acrobat.uservoice.com/
