Simple pdf form from city .. says it’s locked .. needs password to edit doc .. ???!!

I am trying to fill out a permit application form and the city has directed me to a the proper place to download a form. When I downloaded and saved the form as I go to fill out it says document locked need password ..  any ideas here? This is an ip10 device ..
