Squares in place of letters after using export pdf to microsoft word document

Why is it that, for certain pdf documents, after using the Export PDF to Microsoft Word Document function, the resultant Word file has squares in the places where the letters should be? 

I have attached a screenshot of one of the problematic Word files.
