Hope you are doing well. Sorry for your experience with Acrobat Reader.

From the image shared, it looks like the file was created using an image without proper OCR, so Acrobat cannot recognize the characters.

Please try the steps mentioned:https://www.adobe.com/acrobat/how-to/ocr-software-convert-pdf-to-text.html

Let us know if this does not work.
