The pdf file says to open with adobe acrobat but it still does not open when using it

Is this an issue with a particular PDF file or with all the PDFs? What is the version of the Acrobat App and the OS you are using? Tap the profile icon, About Adobe Acrobat, update the app to the latest version available on the App Store or Play Store, then reboot the device once, and see if that helps.

If it still doesn’t work, please share a short video recording or screenshots of the steps you are taking and the issue as it occurs for clarity and understanding, so we can provide detailed troubleshooting steps.
