Unable to electronically sign a pdf document and cannot fill in a section of it

I am trying to complete my application to the New Jersey Board of Accountancy using a fillable PDF form for that application.

I am able to fill in most of the application except:

(1). Cannot digitally sign - signature required in 2 places

(2). A section of the for. does not appear to be fillable

The majority of the form which I can fill in is highlighted in Blue. The sections I cannot fill in is not, and is just text

I would appreciate any assistance you could offer
