"This form requires Adobe Acrobat Reader DC for Mac or Windows" is the message Acrobat shows specifically for XFA dynamic forms, and this particular USCIS form is built using that format. XFA forms aren't supported for filling on the mobile app at all, on any subscription tier, including Premium, it's a limitation of mobile Acrobat generally, not something specific to your iPad or your plan.

The reliable options at this point is to fill it out on a desktop or laptop (Windows or Mac) using Acrobat Reader or Acrobat Pro, this format is fully supported there.
