Use of marker tool denied

I've downloaded af pdf file to my PC (Windows 10). In Reader I can mark up the text with the marker tool without problems. But when I move the file via Google Drive to Acrobat Reader on my Android unit I'm am denied using the marker tool.

Any suggestions?
