If you're referring to the Premium Editing features of the Acrobat Reader mobile app you need to sign in with your Adobe ID to unlock them.
You'll notice that once you're signed in with your user account you'll be able to tap on the three dots icon menu item (I don't have iOS, but in Android for example, this icon is at the top right corner of the Acrobat Reader mobile app), and a tools menu will scroll up and become visible in the current working space.
