Why can't I get all the controls on Adobe reader to activate layers ?

Acrobat Reader for Android or iOS doesn't support this.

Am using Android AR 21.7.0.18750, and yes it is non functional for layers.  Question: does adobe have an app for Android that DOES have layer toolbar that works?

I hope you are doing well. As per the above description, I understand that you want to work with layers.

 

Are you referring to only PDF files with layers? If not, applications like Photoshop Mix or Illustrator Draw can work with layers.

 

As for PDF files, the feature is currently available on the desktop version of the application.
