Writing with pencil bugs on zoom

I have been using the Pencil alot these days usually for editting and marking. However I have started encountering this bug where I scroll or zoom. My markings move from where it supposed to be. And not just some of them, All of them move and exactly in the same manner. For eg if it moves upwards, All of the markings move upwards. 
One work around of it is to keep switching between the writing mode to the scroll everytike I write something. But sometimes this doesn't work as We'll , this method also moves the all of the markings.

I have tried replicating the issue but it happens randomly.
