How can you help me in this matter? Have noticed that my account was charged twice this month.

I am trying to DELETE pictures, they are in the "CLOUD" I guess it is called.. they are FOGGY looking,  I cannot click on them to DELETE or do anything with them..? Other FILES I can share or do stuff with.. like my Resume which is NEW... but how or what do I need to do to make it so I can DO SO?
