When I open this item, it only displays the message "This is an Adobe Illustrator File that was saved without PDF Content..."

That does not happen. Adobe deletes defective assets, Adobe does not contact the contributors to correct them. You probably had a download problem.

If you open this asset with Illustrator, it should work. Illustrator files should be opened with the latest version of Illustrator. If you do not have Illustrator, you could try with a 7-day trial subscription to open the asset and save it with the PDF preview if that is important for you. If you do not need the vector art, you could also download the JPEG file. Vector items are also available as JPEG.

If you could tell me what program you use to open the AI file, I could eventually guide you to a working solution.

Thanks. I have a subscription to Adobe Illustrator, so I was using the latest version. The next day after posting, I re-downloaded the artwork from Adobe Stock and the file worked. My guess is that Adobe contacted the original artist and told them to download a complete copy of the artwork.
