Adobe Libraries Missing + Shared Library Links Returning 404

Has anyone had Adobe Libraries suddenly disappear or shared library links start returning 404 errors?

I created an Adobe Stock library last week under our business account and it was working normally. Today:

• all libraries appear empty
• the shared link now gives a 404
• I’m getting “Could not load libraries” errors
• and an error when attempting to save a photo

Adobe Support had me confirm I was in the correct business Stock profile and escalate to a specialist team. Oddly, the libraries DO appear in an incognito browser window, which makes this seem more like an Adobe sync/cache/account issue than an actual missing library issue.

Has anyone found a real fix for this beyond using incognito? It’s not an acceptable work around to work in incognito nor can I expect everyone I send the link to to do the same
