I'm considering cancelling (or pausing if allowed) my subscription to Adobe Stock, but if I do will I still be able to use my accumulated credits until done?

No. Read the cancellation page carefully
Cancel your Adobe Stock membership

It clearly says

"Caution: By canceling your Adobe Stock subscription, you lose access to any unused licenses."

You should license any assets you think you might need before you cancel the subscription. Think of an Adobe Stock subscription like a streaming movie subscription. Once you cancel the subscription you no longer have access to the services offered by that subscription. You will, however, continue to retain the license to any previously licensed assets.

Before you cancel, you need to use up all your unused credits or they will be gone. There is no option to pause your subscription.
