I've downloaded some frame borders from Adobe Stock Images. They are in a jpeg file format, but also have in AI file type not knowing which is best. How do I extract a single image from these files to use as a border in a different file containing a photo of mine?

If you have access to Adobe illustrator, you should downlod that file format, as it will provide the asset to you as a vector file. Thos can be scaled and otherwise modified without loss of detail. There is also no (white) background, or if there is, it can easily be dismissed.

If you do not have Illustrator, download the JPEG file (or the PNG file if available). That is less flexible, but this type of assets works quite well, as it is a greyscale asset, where you can take the greyscale image as the Alpha chanel (transparency mask) if you invert that. You will need to crop out the frame parts that do interest you. You will need to do that in Photoshop or a similar program.
