I think that ALL APPS PRO EDU (or EDU PRO) is necessary for having stock included. Pro indicates stock to be included.

Shared devices let you use Adobe Creative Cloud on lab computers. The licence is tied to the computer, not the person.

All Apps for K-12 is the standard individual plan for K-12 students.

Adobe Express has access to stock under a limited licence and should also be included to All apps.

You can't access Adobe Express? Stock access for Adobe access is done from inside of Adobe Express:

The crown shows premium assets that can be licensed via Adobe Express.

The plans you show do not include access to Stock, except for the free stock assets. It may even be that the K-12 plans have no access to Stock, but then that is an age related issue.

All Apps EDU should have access to the free assets.
